If Trump won't be indicted for crime(s) he committed (when he was a citizen) now that he's in office and it would require 20 of 53 complicit republican senators to impeach, what will it take to hold him accountable? Prevent more crimes? Prevent further election meddling?

Now, I read the strong comments by Democratic senators today about Barr's hearing and demanding he allow Mueller to proceed and so on. But, Republicans will hold a 53-47 advantage and sail him through.
Which takes me back to my original question. What's changed?
From my perspective, Trump is insulated with his own AG, a complicit party who owns a majority senate, and majority SCOTUS, to boot.

What I'm anticipating, at some point, is a final report by Mueller that will lay out a strong case for Trump's impeachment.
But, with this senate, who'll be more willing to accept Trump's counter report, we'll be left with a criminal syndicate at the helm for years to come.
