Voted tonight for the #FirstStepAct, the bipartisan criminal justice reform bill that just passed the Senate.
While this measure is not a cure-all for the problems that plague our criminal justice system, this is an overdue step to improve a system that still imprisons too many people – particularly people of color – for committing nonviolent crimes.
Instead, this bill will allow law enforcement to redirect taxpayer resources toward catching and punishing dangerous and violent criminals.

Today @TimKaine and I heard from federal workers who missed paychecks their families depend on today because of the President’s shutdown. Some of these stories are just heart-wrenching.
Almost everyone was worried about missing a mortgage, car, or student loan payment.
One new father told me he was unable to get medicine for his seven-week-old daughter for a time because the worker processing her insurance was furloughed. rollcall.com/news/congress/…

.@realdonaldtrump Talk to some real federal workers, Mr. President. Not the ones you just made up in your head at a press conference. These are real people who are struggling because of your shutdown.
I got a call today from a federal worker in Centreville, VA who doesn’t know how she’ll buy groceries for her kids and sick husband.
I received a letter today from a government contractor in Arlington, VA who’s about to shut down his small business because he can’t make payroll.

The DOJ, and in particular Deputy AG Rod Rosenstein, should be congratulated for their work. DOJ’s recent moves to hold China accountable are important in exposing some of the threats posed by China as it attempts to pursue economic and technological dominance over the US.
While legal action is important, a truly effective response will require a coordinated approach with our allies and a comprehensive strategy to protect our national security and enhance U.S. competitiveness and resiliency.
We have to punch back against China’s malign activities – but we also have to do more than play defense if we’re going to truly check China’s bad behavior.

President Trump shut down the government to force the construction of a wall that security experts say won’t work. A concrete or steel wall is not border security.
Instead of continuing his shutdown, President Trump should commit to signing the Republican bills passed by the Democratic House that would reopen the government and secure the border with over $1 billion in funding.
Once the government is reopened, Congress should have a substantial debate on how to fix our broken system and begin work on legislation that mirrors the bipartisan 2013 comprehensive immigration reform bill.

This is a reasonable, “middle” position re the ruling, but the appeals court, if it agrees w/this assessment, will have to explain how he beating heart of Obamacare can be removed but the body live on. Replay the debates of 2009-10: The mandate was the sine non qua of ACA.
If it falls because the Congress removed its constitutional foundation —thus making the mandate an orphan from any and all enumerated powers— severability becomes complicated. The mandate was the load bearing wall of ACA, and Congress repealed the tax which “made” the mandate.
The estimable @jadler1969 and Abbe Gluck argue the 2017 Congress could not have intended this result for if it had, it would have repealed the entire law. nytimes.com/2018/12/15/opi… This ignores that the Congress can be presumed to know (1) it’s own reconciliation rules and

(THREAD) The tax bill that just passed the Senate is terrible policy. But Republicans are right that passing it is better for them politically than failure.
Here's why:
As some admitted, failing to cut rich people's taxes would've infuriated donors
This is what they paid for. It's why they tolerate Trump damaging America's global position and the democratic norms at least some of them care about
And, like it or not, money helps win elections

Parts of the Republican base are ideologically committed to tax cuts above all else. They can ignore failure in every other area, but not this one.
No tax cuts would've left them disillusioned. They'd never vote Democrat, but they might choose not to volunteer. Or vote.
