Dear Mr. Walker,

The bills you signed on 12/14/18 in Green Bay will be your legacy as the 45th Gov of WI.

While your farcical “Venn diagram” attempted to show that Tony Evers would maintain the same executive powers you possessed, I’d like to show your dishonesty in 16 points.
These 16 points are by no means an exhaustive or comprehensive list, but it is plain to see the shift in power from the executive to the legislative branch of Wisconsin’s government.

SB 883, 884, & 886 were all introduced on 12/3/18 and signed into law 11 days later.
1. AG Brad Schimmel (R) asked to create the SG’s Office in the 2015-2017 budget.

Allowing WI to join most other states with a SG.

Under a plan from the budget committee the office was to be funded by money won by prosecuting Medicaid, trust and environmental infractions.
2. Senate Bill 884 § 98 shifts the entitlement to be heard on matters of statute unconstitutionality from the Attorney General to the legislature.

And grants the legislature the power to prevent the Attorney General from participating by appointing their own special counsel.
3. Senate Bill 884 § 26 & § 30 shifts the authority to approve a compromise or discontinuance by the Attorney General from the Governor to the legislative Joint Committee on Finance.

If the Attorney General determines it is in the best interests of the state to do so.
4. Senate Bill 884 § 4 creates statute § 13.127 to read that an individual nominated by the Governor or another state officer or agency may not hold or perform duties of that office or position, or be nominated again, if the state senate rejects their confirmation.
5. Senate Bill 884 § 16 creates statute § 16.84 (2m) to read that the Dept of Administration must send notice to the Joint Committee on Legislative Organization for passive review any changes in capitol security and posting of firearms restrictions.
6. Senate Bill 884 § 23 amends statute § 45.57 to require the Dept of Veterans Affairs to notify the Joint Committee on Finance when the agency transfers the unencumbered balance of certain appropriations for veterans’ homes to the trust fund or mortgage loan repayment fund.
7. Senate Bill 884 § 12 (1) & § 13 (2) increases the Group Insurance Board (which oversees insurance programs for state employees) from 11 to 15 members.

And requires that the 6 members appointed by the Governor for two-year terms are subject to senate confirmation.
8. Senate Bill 884 § 18 creates statute § 16.973 (15) to require the Dept of Administration to submit an annual report to the Joint Committee on Finance on the administration of the info and comm services self-funded portal provided to local, state, and federal entities.
9. Senate Bill 884 § 82 reduces the number of members on the 12-member WI Economic Development Board appointed by the Governor from six to four

And shifts the appointment of the CEO of the WEDC board from the Governor to the WEDC board of directors.
10. Senate Bill 884 § 8 creates statute § 13.90 (3) (a) & (b) to shift the responsibility of acquiring office space for legislative offices and service agencies from the Dept of Administration to the co-chairpersons of the Joint Committee on Legislative Organization.
11. Senate Bill 884 § 2 creates statute § 13.103 which requires all but one of the state executive agencies to submit quarterly reports on expenditures to the Joint Committee on Finance.

In addition to the annual report already submitted to the Dept of Administration.
12. Senate Bill 884 § 87 amends statute § 238.399 (3) (am) to require the WEDC to obtain approval from the Joint Committee on Finance before creating a new enterprise zone for their tax credit program.

And removes the limitations on the number of allowable zones.
13. Senate Bill 884 § 64 creates statute § 227.26 (2) (im) which allows the Joint Committee for Review of Administrative Rules to temporarily suspend an administrative rule multiple times if bills are not passed in either house of legislature to permanently suspend the rule.
14. Senate Bill 886 § 10 creates statute § 20.940 to require legislative oversight of agency requests to the federal government.

These waivers affect federal programs and regulations such as: Medicaid, the ACA, child support, and CDL driver restrictions (just to name a few).
15. Senate Bill 886 § 11 amends statute § 49.175 (2) (a) to shift approval of a TANF reallocation by the Dept of Children and Families from the secretary of administration to a passive review and approval process with the Joint Committee on Finance.
16. Senate Bill 886 § 14 & 35 creates statutes § 49.45 (23b) & § 108.04 (2) (bb) which eliminates the Dept of Workforce Development’s authority to establish waivers from work search and registration requirements and codifies current waivers contained in the DWD’s rules.
It’s clear to even the daft these 127 pages of legislation were rushed through following the election, by the people, of Democrats into the executive branch.

And shows the WI GOP has no interest in the will of We the People, only the desires of elitist excesses at heart.
Not too long-ago WI citizens could count on respectable politicians to steer clear of partisan games.

You sir have shown your hand and that of your party.

Your apathy for a basic level of humanity and your ardor for moral turpitude is a stain you all shall forever bear.
