Perhaps the obsession with size should shift to efficiency. How do we use technology to improve government efficiency— and very importantly its transparency. How do we shift some of the obsession on national government to States and LGAs?
One more thing on size - from the POV of FORMAL taxes, the 🇳🇬 Govt is nowhere near ‘big’ enough, considering a Tax-to-GDP ratio of under 10%

[In terms of NUMBER of agencies - that’s a different argument. Greater efficiency would def be had from a substantial streamlining.]
