Progressive Dems have two years to explain why paygo is a bad idea; this won't matter much unless there's a Dem in the WH in 2021.
Remember, Pelosi needs a 2/3 vote of the caucus in 2021 to stay as leader, so there will be a little leverage.

Could it be that Kyl just wanted to gather a few months' worth of political intelligence that goes a bit beyond his existing floor privileges and access to the Senate gym and dining room as an ex-Senator.

Huh. An unusual thing just happened with the rules package. It appears that Dems are going to divide the vote over at least 3 days. On Thursday they'll vote only on Title I. On Friday they'll vote only on Title 2. And next week they'll vote on Title 3.
Title I is the rules of the House -- the rules from the 115th Congress as amended. Also includes separate orders. (This includes the controversial pay-go provision.) Title II is on the modernizing congress select committee. Title III authorizes interventions in litigation.
I don't know why they are doing this, but I have a guess. This gives Republicans an opportunity to sign on to some aspects of the rules package without endorsing others. Some Dems as well, for that matter.

I just read through the section-by-section. There's a lot of good stuff in there. The resolution is 60 pages, and will take some time to digest.
It seems really unlikely the consensus calendar will ever be used. 290 co-sponsors plus not reported about by committee plus on the leg calendar for 25 days and must be betw/ March 1 2019 and Sept 30 2020. The only example I can think of is ECPA, blocked by Goodlatte.
