Two Ukrainians who were part of an international network, were indicted for hacking the SEC for insider trading purposes. They hacked the system where publicly traded companies upload information that could affect their stock price. #ButNothingsHappening justice.gov/opa/pr/two-ukr…
They would use the information from 'test' filings to know which way stocks were going to move after the announcement was made publicly. Allowing them to profit off the information they stole from SEC.
The US Attorney states this is a "large-scale, international conspiracy" so not likely that these two 20-somethings are the ring leaders. So it is likely that there is big money crooks involved in the markets that were really running this operation. 
They hacked the SEC systems in February of 2016 & were not detected & removed until March 2017. Between May-October 2016 they extracted thousands of test filings from the SEC.
One of them previously hacked 3 business news wire services to get information on NASDAQ & NYSE press releases to use for insider trading. They illicitly made at least $30 million dollars off of those trades & the hacks lasted from 2010-2015. justice.gov/usao-nj/pr/nin…
They recruited traders to buy stock off their stolen SEC test filings. Like buying $2.4 in stock off an earning report uploaded as a test to the SEC site, the day prior to publicly releasing the information.
I guess crime pays, but only for so long...
