Usually when you’re serious about a deal, you run it by the people you’re purportedly negotiating with before you publicly announce it.
I mean... if you haven’t actually gotten the other side to buy in, it’s not really a “deal” at all, is it? It’s just your revised negotiating position.
I assume the theory is that calling it a “deal” and making a big deal of announcing the revised demands will put pressure on them to take it? Or at least shift blame to them as the party rejecting a “compromise”?
