1.) It is mind numbing to see people focus on the 800,000 federal employees not getting paid without any understanding the underlying reason why they are not.

So let me help you....

2.) The enumerated powers of the federal government is found in Article I , Section 8 , one power specifically; Provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to

3.) the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

This would included the Coast Guard and Homeland Security..

24.7% of the 800,000 fall under this power.

4.) Yet they are funded through appropriation bills. Why?

The Coast Guard was under the Department of Treasury until 1967, LBJ had the opportunity to move them to the Department of the Navy, which would have been the smart move, instead he moves them to Dept. of Transportation.

5.) As you know now they are under Department of Homeland Security, which still falls under the enumerated powers.

What we should be talking about is government reform first and foremost so we can prevent these dysfunctional shutdowns from happening.

6.) How are we to tell what really is essential and what is not if everything is all jumbled up.
