"Federal employee pay must be performance-based" is the most lyrical line I have read in any government document in my lifetime.
There is no reason for federal employees to be paid more (and with pensions and higher job security) than taxpayers in comparable jobs in the private sector who pay their salaries. It's like rubbing salt in the wounds of taxpayers. If Trump can restore equity, that will be great.
The only thing that will convince me that federal employees deserve a pay raise is a credible study which shows that they make less in salary+benefits+pension than comparable jobs in the private sector. It was probably true once, but not anymore. However, the myth endures.
