I was just apologizing profusely to a delivery driver in Harajuku and he was apologizing profusely to me, causing confusion for some tourists.

Since I can't explain it to them but it's charmingly Japanese:
The culture that is salarymen (i.e. me) are extremely sensitive to disrupting orderly operation of counterparties, which means that I *have to* meet him on the street to avoid having him stopped at the door.

The culture that is Japanese delivery doesn't make customer walk.
And we both know this about each other, and we both know that meeting outside the building is the efficient option, but etiquette requires the show, and (I strongly suspect) both of us affirmatively enjoy the show.
