Two things less often known about CC issuers:

1) They’ll happily send a card to just about anywhere; a major use case is “I am traveling far from home and lost wallet so I need it tomorrow.”

2) CSR is no more than two clicks from waiving new card or shipping fee.
If you’re on a premium product they probably won’t even ask you whether to waive it; if you’re on regular ones, all you have to do is say “It would be more convenient for me if you rushed that card.” and “Can you waive the fee?”
Obviously I’m professionally biased on how awesome credit cards are these days but prior to that was a bit mind blown when BigBank said “Oh you’re in a small town in central Japan and have barely ever consumed credit? Then I guess we should get this to you via courier in 36hr.”
(I politely disagree that issuers will put one through a ringer if you call to cancel a card. If you’re firm about desire then call center cost minimization kicks in and you’re done in maybe 5 minutes, most in queue.)
