Agreement within the group itself about one or more courses of action to replace the backstop

Agreement by CON (including May, Cabinet and backbench) on those courses

3/
Agreement with DUP about these

4/
Agreement by EU (COM and member states) to even discuss such options

5/
Agreement by UK gvt and COM on a revised text, which EU27 will have to sign off on

6/
(that includes a separate agreement on an extension to Art.50 too, probably, which is by unanimity)

7/
Agreement by the Commons on a new Meaningful Vote

8/
Agreement on the (updated) implementation bill (so both Commons and Lords)
