Isn't this a question for the Supreme Court rather than the Congress? Can the President dictate to Congress what powers Congress can and cannot exercise? Don't think so. Same goes the other way around. I have written about this at length. Read it here:
Mr. Boot (@MaxBoot), stop hyperventilating. Congress passed the National Emergencies Act which authorizes the President to re-purpose already approved funds in a highly prescribed and proscribed manner. The President is exercising his power strictly in accordance with the law.
To his credit, Trump is reallocating a limited amount of already approved funding after openly making a case for it to the whole nation and strictly according to the provisions of the National Emergencies Act. Obama did it covertly, without disclosure.
