Isn't this a question for the Supreme Court rather than the Congress? Can the President dictate to Congress what powers Congress can and cannot exercise? Don't think so. Same goes the other way around. I have written about this at length. Read it here:
Mr. Boot (@MaxBoot), stop hyperventilating. Congress passed the National Emergencies Act which authorizes the President to re-purpose already approved funds in a highly prescribed and proscribed manner. The President is exercising his power strictly in accordance with the law.
To his credit, Trump is reallocating a limited amount of already approved funding after openly making a case for it to the whole nation and strictly according to the provisions of the National Emergencies Act. Obama did it covertly, without disclosure.

1. Democratic Governor in Colorado Volunteers Coloradans To Be Impotent

He is ready to cut off his nose to spite his face ... because Hillary lost. He has decided all future presidential candidates should be relieved of the burden of having to ask Coloradans for their votes.
2. Using stats from 2016 presidential election, each Coloradan's vote was worth 1 in 2.7 million (that's how many votes were cast in Colorado). Had this change been in place, each Coloradan's vote would have been only worth 1 in 137 million (total votes cast in the nation).
3. So Democratic leaders in Colorado decided to make each Coloradan's vote in a presidential election now matter one-fiftieth (1/50th) as much as before. Congratulations, Coloradans! You didn't elect these Democrats for nothing. Nobody works harder to disenfranchise you!

With due respect, who the f*ck are you to impose austerity on anyone in a free country, Bernie? Go try your craft in Venezuela or something. Oh wait, somebody beat you to it.
I am indifferent to the riches of the rich (if they committed no crime). I definitely, positively hate the politicians who think they can exploit the envy of the rich to gain power for themselves. Such politicians are nothing but parasites and should be treated as such.

1. U.S. Healthcare System
To fix what's ailing the U.S. healthcare system requires foresight and insight. Demagogues like Elizabeth Warren don't have a clue. She thinks we are not 'investing' enough in healthcare.
2. Let us take a look at the canard that U.S. is not 'investing' enough in healthcare. We 'invest' (@ewarren's word for spending) far more than any other country in the world. Here's per capita healthcare spending for comparable countries.
3. Now you might think we are spending plenty, but govt isn't spending enough to help the poor, the elderly, the vets. Turns out that's not true either. As a %age of GDP, U.S. govt is spending as much as others, but serving only a fraction of the population instead of everybody.

Supreme Court Justice Anthony Kennedy is retiring. Among other things, his replacement will likely overturn Roe v. Wade, which will allow states to prohibit abortion. The consequences of the 2016 election have never been more stark.
We can be fairly confident that there are currently four votes to overturn Roe v. Wade on the Supreme Court—Thomas, Gorsuch, Roberts, and Alito. If President Trump selects a Supreme Court Justice similar to Gorsuch, that would be a fifth vote to overturn Roe.
Trump has consistently signaled his intention to select very conservative jurists, and the Senate eliminated the filibuster for Supreme Court nominees. So unless the Dems retake the Senate, which is unlikely, Trump will be able to select a justice who would vote to overturn Roe.
