is a better route as a usable road is already present (along River View Dr that passes thru an affluent neighborhood). Quintero asks about Spano cededed land to Veterans. Weaver says easement states that road will only be used as much as Riverview Dr. Trust says approving
Riverview Dr will actually create two access points. Pacecho asks if former Supervisor Andreas Borgeas supports this letter? Yes. Magisg says he himself is in support of 5B as it is quickest route to being built. Pacheco is in support due to Borgeas and City’s desires. Approved.
On to consent item 24 regarding print and mail. Treasurer Oscar Garcia says going out to bid will prevent County from going live July 1st. Mega Byte says they can save County money rather than Document Fulfillment Services. Garcia says July 1 is target for IT. County wanted tax
bills to be consistent with what City of Fresno is doing so as not to surprise residents and Mega Byte cannot do this. Pacheco asks if we can send RFP out to help secure competitive bidding in a year? Counsel says that is possible. Will table this until next meeting?
Auditor Garcia says time crunch will prevent that. Change to 2-year contract that vendor is agreeable to sign. Approved. Consider and take action on request for determination of public convenience or necessity on application for Alcoholic Beverage License Type 48, filed by
Nicole R. Beadles filed associated paperwork to apply for a Type 48 on-sale general (beer, wine and distilled spirits) for public premises license to be located at 7029 S. Elm Avenue, Fresno, CA 93706. This license would take the place of the applicant's existing Type 42
on-sale beer and wine) license, which was approved by this Board in August of 2017. 
The applicant’s location is in Census Tract 18. The Department of Alcoholic Beverage Control has determined that an undue concentration of off-sale alcoholic beverage licenses exists in this

units. Resources out into salaries as well as for a lawsuit in Sheriff Department. CAO says year 20-21 will be a challenge. @BuddySupervisor Mendes says $18 million shortfall will Be Needed to be filled by General Fund. Staff says advanced planning can be made knowing these facts
Retroactively approve a $187,000 grant for Human Trafficking Advocacy Position. Approved 4-0.
Flood Control District request purchase authority of recharge and Drainage Facility basin on 67 acres in City of Clovis Sphere of Influence. Not many open parcels that will work. Public representing Fagundes Dairy says area is a proposed urbanized area and hard to harmonize the
two functions. They are in favor of Recharge but thinks another area would be preferable. County Staff: This area will take urban water and sink it into ground. Ideal area. Fagundes Rep recommends another area that was studied previously. Staff says that area will reduce capacity
by 30% due to skinny and smaller plot. Could buy backends of rural farms to make up for it. Just not as good. Pacheco asks if the two plots could be used? Staff says this one plot would be more efficient use of tax dollars. Pacheco says we need to balance land owners and tax $$
Magsig is worried about eminent domain if two plots are used. If staff and land owners can not work a compromise then we should proceed. @BuddySupervisor upset that land owner representive waited until day of meeting to bring this up when it is in development for past two years.
Magsig will continue this for 30 days to see if a compromise can be worked out. 9. Speed limit changes to Lincoln Ave near Easton. Pacheco says constituents want this area to be slower. Approved 4-0. Solid Waste wanted to raise tire fees. Always have to be careful not to increase
fees too much as it then leads to illegal dumping in countryside. approved 4/0. Little Bear Solar (1288 acre )appeal of Planning Commission denial. Staff is still in support of this project despite denial of planning commission. Mendes says PC didn’t get letter that plot of land
is not good farm land due to poor drainage. Rules already stated wells could not be drilled there. Overturn Denial of Unclassified CUP and approved 4-0. Solar Farm will indemnify the County and bond for $150,000.
Supervisors Comments: Quintero asks we adjourned in honor of Police Officer Via Vang. Mendes adds many to various Commissions/Boards. Unscheduled Public Comments. Land surveyor says new system created issues led to stand still as they couldn’t access maps. Still not indexing maps
or certificates. But now have to drive to county to pick up maps whereas used to be able to download it at own office. Urgency to get this fixed. County is working with department to rectify this issue. Next public comment :SEIU Home Care worker if 21 years would like contract
negotiated and “get rolling “. Another Public : SoCal Gas covers southern part of Fresno County. Natural Gas legislation would require all new buildings to be electrified and eventually all homes and commercial. Would wipe out all natural gas. Was defeated. Now moving to PUC.
Magisg asks about residents having Dual Packs currently. SoCal Gas says $7500 to retroactively change to only electric. Magisg says “even more costs to wiring , appliances and panels. This will bankrupt many homeowners.” SoCal says greenhouse gas can still be reduced with natural
gas as well as electrification. Wants Board to know this push to electrification. Magisg would like to know if one of these bills comes back to State Legislation. Mendes says “framers didn’t want a State religion. This is imposing a state religion”. Public: SC Johnson Corp says
their property is being used as a transient camp. Asking for help and nudging County Departments to do work on this problem. Property is currently vacant but have plans in future. Quintero says he reached out to company and heard no response. Public says he did reach out to
