Absolutely right! This is an incredible aspect of Conway's Law that people forget about! ** Code is a cultural artifact!! **

Which is why open source is not about licenses, but about how transparency gives rise to patterns of collaboration that enable better,faster innovation.
Licenses merely change the landscape of economic possibility around the project, and how human energy & resources can be channeled into it.

In OSS, Community and Culture are the higher order bits, and that gives the development process a much more human touch.
This is also why businesses struggle with trying to interact with OSS: they tend to view the people as fungible "resources" that produce an artifact (the code), which itself is then transacted at a large markup, to "leverage" the human labor.

The value systems do not resonate.
