Right, Trump. You made the decision to end US joint military exercises in Korea when Putin ordered you to during a Jan 2018 phone call. Mattis talked you out of it at the time but then you did it anyway during your first failed summit with Kim in Jun 2018.
Jan 2018: After a phone call with Putting, Trump had an idea about how to counter North Korea's nuclear threat – ending US joint military exercises with South Korea.
Jun 2018: Without discussing it first with DoD or US ally South Korea, Trump announced the end of US joint military exercises in Korea, adopting the propaganda language of North Korea, China, and Russia, by calling them "provocative war games."

Now, such a clause would prohibit the President from granting or withholding an office based on racial identity, and, in like vein, would prohibit the Senate from withholding consent to a nomination, or granting it, on the basis of racial identity.
