Waivers are meant to facilitate experimentation. Thats why they generally include a formal evaluation of the experiment. However, with work requirements, HHS has been unusually lax in requiring program evaluations. They don't want to know.

Kennedy asks Azar if there is any evidence that work requirements make people healthier. Azar demurs, because of course there isn't.
Azar basically admits the policy is based on a normative desire to force people on benefits to work. Its not about health.
WH policy on Medicaid requirements has been, from the start, an absolute charade when it comes to research evidence. They have ignored it, misrepresented it, and tried to prevent new evidence from being collected. Should just stop pretending.
Govts should only push for nationwide policy adoption when they are sure about the evidence.
With Medicaid work requirements, its been the opposite. As growing evidence shows it a disaster, the new WH budget calls for forcing it on every state.
