This next result is a big one. Cooper, Benn et al's plan to hand MPs the power to hold indicative votes if May cannot get a deal through next week.

Powell's amendment to this amendment lost by 3 votes. It's so tight. Might take a few gov resignations to get this through...
Benn, Cooper's plan to give MPs control over Brexit is defeated by 314 votes to 312

That potentially would have paved the way for indicative votes on Norway +, Labour's plan, a referendum etc to take place the week after next

Hmm. Ken Clarke asks the PM to commit to holding indicative votes next week. She appears to say no - argues that the HoC has already had lots of votes on alternatives to her deal. Deputy PM David Lidington had given MPs a different impression.
PM pressed on indicative votes by Ed Miliband. Again she says the HoC has already had opportunities to vote for alternatives. She may have no choice but to facilitate them however - Stephen Kinnock told me this morning that MPs are planning to table a new version of Cooper-Benn.
Yvette Cooper: “I beg this prime minister to think again.” Her, Miliband and other Labour MPs look incandescent with the PM after her refusal to commit to indicative votes.

At Chatham House where Nick Boles, Lucy Powell, Stephen Kinnock & Robert Halfon are talking about “Common Market 2.0.” Probably the most important discussion about this Brexit model yet - backers believe it has a HoC majority, Corbyn warming to it, MPs could vote on it soon.
Kinnock says that he agrees with Farage, Dan Hannan and Owen Paterson, who have all in the last few years endorsed a Norway-style relationship with the EU. He adds that “pragmatic Eurosceptism” has been scrapped and replaced by a “isolationist” mission which abandons the 48%.
Interesting... Kinnock says that talks with Corbyn have gone very well and could soon lead to Labour backing a Common Market-style plan.

“We hope we will be able to secure the Labour whip for a backbench driven” piece of legislation.

Q: if PM May loses MV3 next week, how can she possibly stay on as prime minister?

She has said she could not back a longer extension.

She has said repeatedly that "this" is the only deal.

The EU27 have already bypassed her by agreeing a new 12/4 deadline.

And if she were to leave, between 29 March and 12 April, what does that mean for the Indicative Votes process?

And how would a Tory leadership contest interfere with the EU's new 12/4 deadline?

And, how wd a new Tory PM deal with the EU leading up to the new deadline?

The point is that some believe the EU has pulled off a masterstroke by deciding to go "up & over" PM May, taking over control and putting the UK Parliament in position to hold indicative votes.

But that assumes UK politicians will play along.

1/6 It appears that the Prime Minister didn’t tell the Cabinet yesterday what length of extension to Article 50 she is going to ask the European Council for.
2/6 It seems that the European Council will ask her for a reason for an extension and simply saying that she will continue to try and get her deal through may not be enough. We need to have a clear purpose. We must also avoid the disaster of a no deal Brexit.
3/6 So with just 9 days to go the country is leaderless and in crisis. It is now the moment for Parliament to provide leadership.

1. Let’s assume that the reason for extending article 50 is to provide the UK with the space & time to revisit its redlines, and the two sides to then rework the political declaration.

This still leaves EU27 with the question of length - short or long extension.
2. Argument for short extension: enough time for MPs to hold indicative votes, and for the withdrawal agreement to then pass on the basis of the two sides making commitments on the effects of the results of those votes being implemented. eg when UK implements X then Y happens
3. Long extension argument: UK MPs don’t have a proven track record of making quick decisions. They need more time. The risk in this scenario is political: regardless of the reasons for an extension granted today, these could be disrupted by an election, a new gov’t & parliament.

First and foremost, whatever happens today will have no legal consequences for Brexit, though obviously it is politically significant if the motion doesn't pass and/or the Soubry/Umunna amendment passes. (2)
Either way, attention will soon turn to the last week of February, when the real action will take place. At which point, the main, credible options facing parliament now are to approve the deal, hold indicative votes on the future relationship or extend Article 50. (3)
