“Norms have changed” can either mean “what used to be okay isn’t okay anymore” or “what was never okay is now acknowledged to not be okay.” Biden is clearly here using the first sense.
Which is, I guess, why he’s so adamant about refusing to apologize. What people are saying is that these blanket assertions of physical intimacy were never okay, and he just doesn’t accept that position.
By "never" here, I mean "never in my lifetime, or Biden's," obviously, not "never since the dawn of the universe." Backchannel conversations about this stuff have been going on for a VERY long time.
I personally remember getting schooled about this stuff in the 1990s, and I'm sure that if I were a generation earlier, I'd have had similar conversations a generation before. This is not new.
