It's not just about social norms. Either Biden couldn't tell--or more likely, didn't care--that the women were uncomfortable, something 100% obvious to anyone who has seen the videos.
Like, it's really hard to watch those videos. The women and young girls are clearly creeped out. And Biden doesn't strike me as someone with low social intelligence. Most successful politicians are really good at reading people. Which means he probably knew...and enjoyed it.
I'm definitely below average in terms of my ability to read social cues and body language and even I know those girls were screaming on the inside to get out of there.
Anyway, if the Democrats nominate Biden, by the time the election comes around 60% of the country will believe he runs an international pedophile ring. Best of luck.
