Whataboutism is when you bring up a valid point in order to diminish or distract from another valid point, and to make the other side look hypocritical. This is NOT an instance of that.
It's completely understandable that the Notre Dame fire would get more attention than the destruction of world heritage sites in obscure Xinjiang, but if the latter can get even a little bit of attention as a result of the former, gross human rights abuses may be slowed down.
All of humanity is diminished when a world heritage site is destroyed, be it by accident, by terrorism, or by an intentional machine of cultural genocide.
