The "lock them all up" strategy has been debunked, thankfully. But we haven't really made the turn to what another solution might be. Likely more harm reduction, more $ to *effective* addiction intervention, cracking down on China over fentanyl imports, supportive housing...
At nearby Walgreens, saw a couple of guys, totally zonked out of their minds, were clearly (and pretty ineptly) trying to shoplift everything. Security and the clerks were just standing by. No point in calling cops or risking themselves. Cops wont show for > $5K. Not great.
