"A new attack on Intel CPUs -- but AMD and ARM aren't affected".

Um, no. AMD and ARM have their own separate, similar issues, but researchers aren't looking for them.
This research takes a lot of work. AMD has too little market share to see what sorts of similar issues might affect them. ARM is too fragmented, what works for one CPU won't work for others. The only ARM CPU worth targeting is Apple's.
The ARM CPU in the iPhone is largely based on the Intel architecture, a custom design by Apple itself, made by former Intel engineers. It'd be surprising if it didn't have similar issues as the recently announced Intel issues.
However, the vast majority of the billions of ARM CPUs out there are low-performance (low power consumption) "in-order" designs that are likely immune to these issues simply because they are too slow to be usable.
I mean, unless you are willing to go back to Raspberry Pi class computers, you are going to deal with such security issues.
