This is why politicians in general suck: every time people see something they don't like, and which they only superficially understand, they proclaims THERE OUGHT TO BE A LAW.
Airports cost money to maintain. The money comes from taxes, from charging the airlines money for gates, for air traffic control, and so on. Among the fees is charging concessions high rates, which means they have to pass those fees onto the products they sell customers.
Sure, you could pass a law forbidding charging $4 for bottled water, but then it would just increase fees elsewhere. This would make travelers even less happy. The current mix of fees reflects customer preference: people would rather pay more for bottled water than landing fees.
