The crime of bribery is exchanging a "thing of value" for "an official act."
Lying to protect someone under investigation is "a thing of value."
A pardon is "an official act."
Dangling pardons is a bribery conspiracy/attempt.

The context of this call is crucial.
Dowd floated a pardon to Flynn's lawyer in summer 2017. This voicemail comes later, just a week before Flynn pleaded guilty and entered cooperation agreement Nov 2017.

It's important to note that the Mueller Report does not contain this allegation of an explicit reference to a pardon in summer 2017... From Vol. II, p. 121. If Mueller did not include it, is that because he couldn't substantiate it?

Let me get this straight.
@SpeakerPelosi speaks incomprehensible word salad every time impeachment comes up.
But she can spout “lock him up”?
When House Dems seek subpoenas, her quote will be in Trump lawyers’ briefs about Pelosi’s bad faith, they’ll be right, & they might win.
Courts require congressional subpoenas to have a “good faith” “legitimate” legislative purpose.
“Lock him up” is NOT a legitimate legislative purpose.
“Tax oversight” is not the “good faith” honest purpose.
Impeachment is.
Do it or risk losing in court.

Yup. The preemptive pardon talk misses this: It's not just state crimes lurking, it's FEDERAL. Flynn's only charged w/a fraction of fed'l crimes he faces; Cohen hasn't been charged with any & Manafort's under active fed investigation. Trump can NOT know what to pardon them for.
More on preemptive pardons: Except for amnesties (e.g. Carter's draft resister pardon), the only so-called preemptive pardon that did NOT involve charged crimes was Ford's pardon of Nixon. Ford pardoned Nixon for all federal crimes during his presidency, a five year period. 1/
At the time of Ford's Nixon pardon, and, ever since, the pardon has been roundly criticized as an abuse of power, possibly corrupt, and maybe invalid. Then NY Rep Elizabeth Holtzman, e.g., strongly argued that a pardon that didn't detail crimes was invalid. 2/
