Dowd floated a pardon to Flynn's lawyer in summer 2017. This voicemail comes later, just a week before Flynn pleaded guilty and entered cooperation agreement Nov 2017.

It's important to note that the Mueller Report does not contain this allegation of an explicit reference to a pardon in summer 2017... From Vol. II, p. 121. If Mueller did not include it, is that because he couldn't substantiate it?
