Suspending Parliament to prevent democratically elected representatives from making a decision you suspect they wish to take would amount to a coup against Parliament and risk bringing the Queen into a terrible conflict...
...Proroguing Parliament is a prerogative power of the Executive - given effect formally by the Queen on advice of the Privy Council - part of our unwritten constitution which has worked in past because governments have not abused the power because it would undermine trust...
... and could be used against you by your enemies in future. Theoretically possible that the Queen could refuse - raising the question of whether she should would be deeply problematic for the sovereign...
... but in my opinion probable that in the mean time the Speaker would allow a motion of no confidence even if the government didn’t. If carried this would trigger a dissolution under the Fixed Term Parliaments Act and probably an election.
Alternative that has been pointed out is the House using an SO24 debate to agree a Humble Address to the Queen asking her to reject a request for prorogation and/or to remove the PM
Should point out this option assumes it is possible for SO24 to be used to debate a substantive motion which is NOT how it normally operates. Normally simply ‘That this House has considered...’
