A few nice people have asked me, so: no, the Hugo Voter's Packet will not be updated to include THE UNKINDEST TIDE. It's not a part of this year's nomination.
The 2019 Hugo nomination for Best Series includes only the material published before nominations began. So if I don't win this year, I will already be 162,000 words toward refreshing my eligibility.
(THE UNKINDEST TIDE is 116,000. "Strangers in Court" is 25,000. "Hope is Swift" is 21,000. For a series to become eligible again, it must not have won previously, and have been off the ballot for at least one year, as well as adding 240,000 words since its last nomination.)
I very much hope this is Toby's last year of eligibility, because I would like to win. But wow do I write a lot of words.
