There are a number of issues at play here - the first one is the most obvious. Police turn their body cameras off or they conveniently malfunction when they brutalize and kill people. Because, why wouldn't they? So the evidence frequently does not exist.
The second, and what so many cops in the comments here are pretending not to understand, is PROSECUTORIAL DISCRETION. Prosecutors choose who to prosecute and what evidence to use. They rarely prosecute cops. They rarely use body camera evidence in prosecutions against them.
