Viktor Orbán has joined blocking group - Hungary had previously suggested it may support council conclusions that wd move EU in the direction of 2050 net zero carbon emissions.
The current para 2 in council conclusions could be dropped completely.... but re-emerge as statement by the majority of member states.
Merkel said it was important for the EU to show ambition ahead of UN climate summit in September.
Macron wanted unambiguous 2050 target.
Efforts by Tusk to bring Poland in with compromise text, but Morawiecki said no.
