2) as per previous tweet GOVERNOR is now the CONSTITUTIONALLY authorised SUBSTITUTE FOR THE STATE ASSEMBLY
3) Parliament consent NOT REQUIRED
4) PRESIDENTIAL NOTIFICATION...

8) as @AtheistDharma points out the J&K state constitution, allows the Sadr-e-Riyasat (now governor) to assume all powers of the state assembly
