I'm just a country public administration professor but this is a bad take for a couple of reasons.
1) Only about 1 in 6 federal employees live in the DC region. Implication: the Yang campaign put together a policy on this without doing a google search. washingtonpost.com/graphics/2018/…
2) Its not clear moving federal workers outside of DC would save money. For example the USDA wants to move a research unit out to the Kansas area. The majority of those employees are quitting. The costs of this turnover will be enormous.
3) Yang is applying Trump's framing of the swamp as career civil servants, while exempting the lobbyists, political appointees and private contractors trading public influence for profit. Why stop there? Why not just call them the deep state?
The United States is full of people who don’t understand how their government works partly because many elected representatives tell them government is the problem and public servants are the enemy.

New rule: don’t support politicians that reinforce that false frame.
