One of the contacts between Ukraine and the White House that I was hoping the whistleblower might shed more light on is the mid-July meeting with the Ukraine's Secretary of the National Security and Defense Council. Ricky Perry, Bolton, Volker, and Sondlond were all there. 
The whistleblower describes Sondland & Volker as semi-benevolent guides to Ukraine, offering advice on how Zelensky might navigate the competing messages from regular diplomatic channels on the one hand, and from Trump on the other. The July 10 meeting may have been part of that.
And Bolton and Perry both also traveled to Ukraine to negotiate directly with Ukrainian officials there. It seems impossible that either of them could have been unaware of the connection between Trump's demands to Ukraine and Trump's decision to suddenly cut off aid.
And then there's Pence. After meeting with Zelensky, he was asked if the aid cut-off was tied to Trump's quest for dirt on the Bidens; he replied that he'd spoken to Zelensky in great detail about the "upcoming decision Trump will make on the latest tranche of financial support".
Not to mention all the so-far nameless officials who did their best to protect Trump's abuse of power from being exposed, by abusing power themselves to misclassify and conceal conduct by the President that they recognized to be serious misconduct, and possibly criminal.
The Ukrainian affair demonstrates one of Trump's greatest strengths as a leader: the ability to create messes that those around him feel they have no choice but to clean up, and in doing so implicate themselves in Trump's own misconduct, thus ensuring their complicity and silence
