Trump is introduced by Paul Cell, head of the International Association of Chiefs of Police, as "the strongest supporter of law enforcement that this profession has ever seen."
Trump's rally playlist is stopped; leader of the International Association of Chiefs of Police, Paul Cell, begins: "Let's hear a big round of applause for that playlist. It's the president's playlist. Great music from a great man to get us excited about his presence hear today."
Trump begins his speech to this law enforcement conference by bashing "the fake news" for not telling law enforcement that Americans love them.
"He's dead. He's dead as a doornail," Trump says of "sick and depraved" ISIS leader Baghdadi.
Trump tells a Sir story about how officials would come into his office and say they killed this or that "low-level" ISIS leader, but he'd respond, "I never heard of him. I want al-Baghdadi. That's the only one I know."
Trump: "We're keeping the oil. Remember that...I've always said that...keep the oil." There are some cheers.
Trump to law enforcement: "There is one person that's not here today: we're in Chicago. I said, 'Where is he? I want to talk to him.'" He adds, "This person should be here. Maybe he could learn something. And that's the superintendent of Chicago police, Eddie Johnson."
Trump bashes Chicago's police superintendent for saying he wasn't coming to see Trump because of his values and Chicago's values: "That's a very insulting statement after all I've done for the police." (This appears to be in his prepared text.)
Trump continues to attack the Chicago police superintendent who criticized him and declined to come to this speech. He lists the number of murders in Chicago during Johnson's tenure and recently. "Under Johnson's leadership, they certainly don't protect people," he says.
Trump is now mocking Jussie Smollett. He says that was a "scam just like the impeachment of your president is a scam."
Trump is now bashing Chicago's police superintendent for cases in which he says local law enforcement didn't cooperate with ICE. "Eddie Johnson wants to talk about values?...Those values, to me, are a disgrace."
Trump says Chicago is an embarrassment to America. "All over the world, they're talking about Chicago," he claims. He says Afghanistan is "a safe place by comparison. It's true."
In summary, Trump is devoting multiple minutes of his official speech to an international law enforcement gathering to a prepared attack on one local law enforcement official.
Trump is now telling a many-Sir story about an unnamed man who told him "it's sad, sir, it's very, very sad" what's going on in Chicago, that it's the mayor and police leaders' fault, and that the cops could solve the local "killing problem" in 1 day if they were left alone.
Trump criticizes police forces for hiring leaders from outside their local departments, since "they don't know the name of the most basic street" or where the headquarters is.
Yes, Trump is doing this attack on Chicago in Chicago. This stuff is not aimed at the people of Chicago.
Trump touts the national decline in homicides. He adds, "And if we ever took the Chicago numbers out of our total numbers, the numbers would be incredible. And they already are, even including Chicago."
Trump has reprised his Sir story about the NYPD cop who told him about how his 401(k) has skyrocketed and his wife now admires him as an investor. He explains that he likes shaking police officers' hands, then says he does it not because he likes it but because he respects them.
Trump adds a new detail to his NYPD 401(k) Man story, this time saying, "He hugged me -- he actually wanted to kiss me. I said, 'No thank you, but you can. It's not my deal, but that's OK.'"
After dumping on Chicago at length, Trump offers federal assistance: "We're waiting for a call from Chicago. 'Cause there's no place that we would rather help than Chicago."
Trump just said the NYPD 401(k) Man told him his 401(k) was up "72%." He's previously had the man saying it was 39%, 41%, 44%, 46%, and 49%.
"Boom, boom, boom." This is the hand gesture Trump made to mime how Dayton police took down the mass shooter there.
(To be clear, this is how Trump acted out how police officers shot the murderer. These are his shooting hands.) )
Trump says he's signing an executive order to establish a commission to "address some of the systemic challenges that burden law enforcement," including issues concerning officers' well-being. (It is a little vague.) He claims, "They've been trying to get this for a long time."
Last year was the first decline in overdose deaths in 28 years. Trump touts the first decline in "nearly 31 years."
Trump is making his usual claims about The Wall going up very fast and big. (As of Sept. 30, no additional miles of barriers had been added; 69 miles of barriers had been erected in place of old barriers the administration says were much worse.)
Trump: "Human traffickers. You think of it as an ANCIENT crime." He explains that it's actually very prevalent today.
Trump: "I want to thank you, President Obama, for giving me 142 open judges. How you allowed that to happen is beyond me. It's beyond me. Thank you President Obama very much. Everybody in this room thanks you." It was 104 vacancies; McConnell was the primary reason.
Trump says that you can incarcerate and convict illegal immigrants who commit crimes, but "what I like to do best is get them the hell out of our country and bring them home. Let them take care of them."
Trump boasts that the Republicans gained two Senate seats in the midterms. "Nobody knows that," he says.
Trump calls ICE "heroes," asking, "Who would do that job? Who would do that job? These are warriors." He talks about people who were murdered by undocumented immigrants. "He murdered him with a BAT."
Trump: "When children hear the sirens of your patrol cars, they race to catch a glimpse, because they know that you are the heroes of their streets."
