Lots of Californians really haven't stopped to consider what's happening, here.

No insurance company has the capital to cover those losses. So, they're leaving.

We've known for years.
There's an easy analogue in flood insurance. If you're rich, you can buy on the private market. Otherwise, you're in FEMA pool -- which is bankrupt and relies on the largesse of Congress. scientificamerican.com/article/nation…
As climate change worsens, there will come a day when Congress realizes it doesn't have money to help folks keep rebuilding in flood zones, either. We're talking tens of trillions of dollars in property.

Nobody's planning for what to do about this. Nobody's budgeting for it.
We just keep acting like NIMBYism is fine, that people can just keep moving into harm's way and someone will come pay for the cleanup.
