Interesting takeaway from the OIG report into FBI's use of Confidential Human Sources (CHS):
Some of us who paid close attention to FISAgate have been angry from day 1 that Carter Page was labeled a potential Russian spy by the FBI (to get first FISA), despite his having helped-
the FBI take down Russian spies who attempted to recruit him.
The question always came up of how in the world they could possibly use this excuse to get a FISA warrant on someone who had served as a CHS for them.
The OIG report lays it all out.
It turns out the field offices...
often just weren't sending back the required reports for the CHSs, meaning a lot of them weren't in the system at HQ.
So if he was used by the NYC field office, there's a chance DC never even knew...or could at least pretend they didn't know...that he was an FBI CHS.
Now...
we begin to understand how all of the 4-5 CHSs used in SpyGate, who were well documented FBI sources, could be claimed to be potential Russian assets - they never made a paper trail.
I'm hoping there's more in the FISA report on this topic, but remember this is just an audit...
the recommendations for prosecutions come in the FISA report, but this gives us an indication of where at least part of that report will go.
