In all seriousness, my suggestion to everyone on the IG report is this: wait to form opinions until the actual IG report. It's long. It's got a lot of findings on a lot of different subjects. In fairness to everyone mentioned in it--and to Mr. Horowitz himself--let's read it.
One important point about the IG process: the draft people are seeing now and on which the current spate of stories is based is *not* the final draft. IG reports routinely change, sometimes significantly, in response to comments from people mentioned in them after review.
So not only are we getting only a sketchy portrait of a complex document, but we're getting a sketchy portrait of a complex document that may still change in important ways. Think of it as analogous to describing a long novel based on interviews with people who had read parts...

I have very high confidence in @adamgoldmanNYT and @charlie_savage as reporters. But their story is not an ample dataset on which to draw any detailed conclusions as to what the report's conclusions will be. I am sure they would acknowledge that.
