3/ A nurse practitioner diagnosed Carlos with the flu and recommended that he be seen again in two hours. That did not happen.
4/ The government moved him to a cell 20 miles away for quarantine rather than taking him to a hospital. Medical experts say that was a crucial mistake.
5/ He was prescribed Tamiflu but no one closely monitored his condition. He vomited blood on the floor but it did not attract the attention of Border Patrol agents.
6/ CBP facilities in Texas and elsewhere were poorly staffed for medical crises. They were intended to be holding tanks, not long-term care facilities.
7/ Border Patrol officers said they were confused about Carlos’ age and family, delaying the search for space for him in a child shelter.
8/ Carlos was supposed to be moved out of CBP custody within 72 hours, but he was held for six days before dying in their custody.
9/ A Border Patrol officer signed a log stating Carlos had been checked on three times the night he died. The video we obtained shows Carlos’ body lying in the same spot over hours.
