These are man made nanoparticles, to small to be seen using a conventional microscope. Comparing them to "invisible ink" is a blatant attempt to mollify the public.

The materials in these dots have been shown to have a haemolytic potential upon red blood cells and are comprised from a number of varying levels of toxic materials including cadmium telluride (CdTe) or cadmium selenide (CdSe), zinc sulphide (ZnS), alumina and nickel. 5/
