Okay, November 23rd Charlie Brewer takes this hit against Texas. The officials send Brewer to the sideline to be evaluated. In the following week Rhule says he's fine and they were just checking a "rolled ankle."
Brewer would play the next two weeks. First against Kansas, then against Oklahoma where he took this hit. He got up woozy but came back in the next series until the officials (again) sent him to the sideline to be checked out.
Next we learn that Brewer spent the next week in a dark room and barely remembers any of it. Nevertheless, he's cleared to play in the bowl game against Georgia where this occurs.
You can see Brewer on the ground for a while, then gets up and is looking around and engaging with the training staff. They take him to the locker room on a cart with a towel on his head. Rhule later updates us that they were just checking his spine and he seems fine.
We don't see the whole affair but you definitely never see anyone treating Brewer as though he had a spine injury, certainly not when he rode in the back of a cart under his own power to the locker room.

The suspicion is that he's had three concussions and Rhule/Baylor is lying.
