If you think of this as a classic urn sampling problem what would you conclude about the distribution of colored balls in the Saudi military?
If this is an unbiased sample the Kingdom has a significant probability of blowing up. These students are presumably the cream of the crop. They'll be the brass someday.
Since there are 800 Saudi students in US military training and 21 were found unsavory, the odds of a red ball turning up in the urn are about 1/40.

In a class size of 40 the probability is one of them is a red ball.
If you bring in 800 the cumulative probability that some of them are ringers is very high.
