JUST IN: Senate Intel Committee has issued recommendations on responding to foreign election interference in 2020.

Report includes some new details aboutl that exchange between Obama and Putin in Sept. 2016.
In a heavily redacted section, the report suggests that some Obama administration officials were torn about whether Wikileaks was a legitimate news outlet or a hostile actor bent on undermining U.S. interests.
The report reaffirms that Obama administration officials were nervous that loudly attacking Russian interference in the heat of the 2016 election would feed Trump's allegations that the election was being rigged.
INTERESTING: The report fills in some details (but makes no judgment) about McConnell's resistance to issuing a biaprtisan statement in 2016 about the Russian effort.
