I really want to say something inspiring tonight...

Unfortunately, I don't have a whole lot to say at the moment. Mostly because I work a whole lot, even when I'm "off the clock".

And when I come home and catch up on the news, it's a hundred articles on...
Trump's proposed budget and the GOP recommendations to "fix" the government.

These include, eliminating the recently granted parental leave, cutting retirement while also making feds pay more for retirement, making it "easier" to fire people, ...
Limiting the time in which employees can dispute adverse actions, the time that "courts" have to make a decision on such disputes, and reducing pay increases for "time in grade" while increasing bonuses for "top performers"....
This is problematic for a lot of reasons. But let's start with the simpleist.

Under the current rules, an employee is required to perform at a level that ensures the agency meets it's goal and supervisors are responsible for identifying those goals.
If an employee fails to perform, supervisors are required to tell the employee that.he/she isn't meeting the goal, what he/she has to do to meet that goal and give the employee a chance to improve.
It's a fairly rational process and one that is used by the vast majority of large successful companies.

It's also not that difficult to manage. Sure it takes a little bit of time and effort. And a little bit of paperwork. It's not difficult though, and I...
Have personally fired several people.

However, under Trump's plan... I just have to give them "notice" that I plan to fire them. I don't have to explain how the employee is failing at their job. I don't have to ensure that the employee was actually trained to do their job..
Nope, if they don't just automatically do well, or... If I don't like them. I just give them notice and then they can be fired.

And sure the employee can appeal. But under Trump's plan, they only have a few days to do so. Got sick, need am attorney.. doesn't matter. 7 days....
And if that employee is lucky enough to actually put forth an appeal in 7 days, the "court", under Trump's plan, only has 30 days to make a determination. If they can't do so, the termination is automatically upheld.
So what, do you ask, prevents Trump from intentionally failing to fill critical positions of the "court" that would enable them to make timely decisions... While also firing thousands of people for any reason...
Maybe a political difference, regardless of how week the employee does his/her job, maybe racism, maybe just fire an entire organization because you just don't want it...
The answer, under Trump's plan, is nothing.

There would be nothing to prevent the intentional sabotage. And even if it wasn't "intentional" it creates a situation where there is lack of stability. A lack of stability deters people from working for the government.
And, seriously, if you don't already know this... We are struggling just to fill positions. We are at a point where we have so many direct hire authorities, because we can't compete with the private sector, that I can literally just grab random people off the street...
And place them in a position of "safeguarding" our networks.

If you think that it's bad now, that we, the government, can't hire the best cyber security people, because even a mediocre company will pay 3 times as much for the same person. Just think of how..
Bad it could really get if we say, " oh, we know you are the best.. but we will only pay you a third as much. Oh and if you don't do what we want, even if we don't tell you what that is... You will be fired"

Do you seriously think that will fix anything?
