When Raja Jas Dev, who has the credit of founding Jasrota, was ruler of Jammu, a strange condition prevailed in Jammu that streets and bazars became infested with scorpians and snakes. Many people died of the bites of these deadly insects. All cooked dishes
of hunted fish in the royal palace became full of insects and scorpians. Raja went to temple, worshipped but nothing availed. Then he dreamt that a white snake came furiously riding a fish. It changed into a human being and acquired a terrible form, holding fish in both of his
hands, snakes entwined around his neck. The king was terrified and he asked his name and his purpose of coming. He uttered that he was Raja Bhairh(Pehr)Dev. He said that Almighty has appointed him the guardian of Jammu territories and his abode is in the water of Tauh/Tawi
stream. The fish of that river was in his subjugation and protection. People of Jammu and servants used to catch fish and dine on them. So, he warned people to refrain from catching them. Raja got up and in the morning announced that all men & women from far and near should
gather near Tawi and worship the God and renounce fish hunting. Meanwhile a person wearing the sacred thread and tilak came before Raja and told that "I'm Phulo(Pahlo) alias Lahiri Brahman, the purohit of Raja Bhairh(Pehr) Dev. On his orders I come here so that I may apprise you
of his name and pedigree." The king and the people made large offerings of gold and ornaments and asked him the account of their spiritual king. The Brahman revealed that .............
"Devta Bhairh is the son of Vasuki(Basak) Nag son of Shankh son of Pundrik son of Shesh Nag on
whom Narayana reclines. As Vasuki Nag begot 84 sons, he assigned to each one of them different regions.Of them Malhan Nag is the chief ruler of snakes and scorpians in Kashmir and their sting is without affect. This youngest son named Pehr(Bhairh) lived with his father.His father
prepared a stream for his residence which he named Tauh/Tawi, from Basak kund spring, his own abode and gave him in jagir so that he takes care of its surroundings. Consequently, seven kroh above Jammu in the river Toah/Tawi is a site called Dabar because of deep water, which is
his abode. By the grace of almighty, he has capacity to assume any form. Sometimes he assumes the form of a human being ....and moslty as snake he resides in the water of the Tauh/Tawi." He was married to Behri Nagini of the salt ocean. She brought with her fishes from deep ocean
"He therefore, loves the fish. Whoever seeks to guard them and brings fermented flour for them wins his favour the more. In Pehr Dev's house 22 sons have born from Behri Nagini- Malik Dev, Surgal Dev, Ajal Dev....etc. Each of them has been assigned a seperate territory."
Hearing of the fact people made variety of offerings and gave the fish leavened flour. Devta appeared on the bank in the form of a snake riding a fish and blessed them. ..
The account has been written according to narrators of this region..... Since then none catches fish at the
site of Pehr Dev and all the Jamwal tribe and inhabitants of Jammu consider him as their Kul-Devta.🙏
