But it's also a power issue. Frackers could be forced to stop but the Chinese had to be sweet-talked. “Well you’re not going to go to war with them,” candidate Bloomberg said.
One of the characteristics of progressive Western govts is they are peremptory with their domestic populations but obsequious toward foreign dictators who after all can shoot back.
Besides even Sanders knows that telling the Chinese to idle their industry because it's a "moral issue" won't play very well in Beijing, though he can always try the "banner of justice" thing.
