The absolute numbers (roughly 1 million per year) don't change. And immigrants are going to be highly skilled—thus competing with Americans for STEM, middle-class jobs.

But it's ultimately all a political Ferris wheel doing loopty-loops. In 2017, the opportunity was there, and the GOP blew it.
