*Specific* business interests will be identified for spending, loans & tax breaks... When final language is written, & when we drill down, those "interests" will be politically connected.

Nothing to do with COVID-19
Each of the beneficiaries (individual, group or business) will then take part of their portion of the appropriation, and funnel it back into the Leadership PAC of their benefactors (the politicians).

Thereby funding the reelection of the politicians.
Approximately fifty percent of Coronavirus appropriation over $3 billion (+/-) will return to the politicians on the Hill who appropriated it.

The amount of appropriation will depend on current status of DNC funds. If Reg donor funding is short, the appropriation will be lg.
Generally by reviewing reports of DNC and RNC bank accounts (DCCC, RCCC in House) you can gauge the scale of any DC porkulos bill.

If current accounts are low, the porkulos bill will be higher.

In an election year this is particularly true.
EXAMPLE (rough estimate):

Baseline COVID-19 appropriation need around $4 billion.

House appropriates $8 billion to designated beneficiaries.

50% x $4 billion (diff) = $2 billion.

That two billion (+/-) will find it's way back to the politicians who appropriated it.
The appropriation will be spent directly and indirectly.

Pelosi will designate payments to: contractor payments (direct); designated tax credits (indirect); or zero interest loans (direct); to designated groups, companies, businesses, individuals, and govt contractors.
Of course McConnell and Schumer will add their preferred recipients also.

The Pelosi/Schumer recipients will come from blue states & will include union contractors.

Example would be AFSCME, SEIU, AFL-CIO needing to enhance healthcare coverage to cover COVID-19 expenses.
EXAMPLE: A govt. contract for face-masks worth $500 million, would generate a payment of $1 billion.

Contractor takes their administrative cut, then sends $200 million back to politicians. Leadership PAC's, Unity PACS, direct campaign expenditure, or "dark money".
In this way the UniParty (R & D) can fund their reelection efforts on the backs of taxpayer funds.

In essence, we unwittingly contribute to their reelection campaign. It's the circle of "dark money".

Corporations never use their own income, they always use the DC funds.
Of course, this is all deficit spending.... The government doesn't actually have the money... so it's borrowed from future tax receipts. But you get the picture.

Same process (smaller scale) in omnibus bills. But Porkulous bills are always where the real action is.
Porkulous spending is one of the weird (non tracked) parts of the overall lobbying money issue.

No-one really knows what percentage of the Lobbyist expenditure is actually reimbursement from the cycle.

govt => corp => Lobby => K St => Politicians.
