How do you want to enforce a lockdown on a population that eats what it hustles for everyday? Don't the police even exist the same way? Who will enforce it?

The only institution that can enforce a full lockdown is the military, which would effectively mean martial law and giving Muhammadu Buhari emergency powers, including abrogating courts and the national assembly.

And then say you somehow "lockdown" without ending democracy as we know it - lock down where? If you're locking people down in their 200/building high density face-me-I-face-you flats where most of urban Nigeria lives, are you not exacerbating the spread instead of slowing it?
Put off the damn TV, cross 3rd Mainland Bridge and take a hike through the real urban Nigeria. Easy to talk about "lockdown" because Prince Ebeano supermarket, pipe-borne water, inverters and solar panels are your reality.
