Governors should act to expand right-to-try now, to route around FDA by allowing state regulators to approve. Create sanctuary states for tests.
So you can’t reform them, yet they are too central to the system to abolish them.
But what works is to *exit* them by building parallel pathways around them.
Higher error rates can be detected with controls and compensated with retest, rather than no test. Engineering problem.
The alternative is less testing, more people getting sick after going to hospital for test.
