In Arkansas, if the governor doesn't sign or veto a bill, it becomes law 20 days after the legislature adjourns IF the bill is delivered to the gov within 5 days of adjournment. But our friends at All About Redistricting discovered that that doesn't apply here…
…because the bill was delivered 7 days *before* the legislature adjourned. The 90-day waiting period cited by some news stories also doesn't apply; that's the window for opponents to put the map on hold by filing a veto referendum over it.
If a veto referendum IS filed, that would put the maps on hold, but for now they are law. cc @RedistrictNet@DKElections
P.S. The Arkansas attorney general told All About Redistricting that they still plan to issue a legal opinion on this, so hopefully we'll eventually get an explainer about the specific mechanism for the map becoming law.

The map creates 4 🔵 seats, 3 🔴 seats, and 1 🟣 seat. It has a slight GOP bias; Dems could have drawn themselves a much better map if they hadn't voted to create an independent commission. projects.fivethirtyeight.com/redistricting-…
