1/16. #COP27 officially began today with the ceremonial opening taking place in the plenary this morning and we have already seen significant developments on #LossAndDamage. Here is our summary on day one of #COP27. 🧵
2/16. After opening the COP the @COP27P announced that "Matters relating to funding arrangements responding to #LossAndDamage associated with the adverse effects of #ClimateChange, including a focus on addressing #LossAndDamage." would be a sub-agenda item under finance.
3/16. Following the announcement, the @COP27P president expressed that he welcomed the decision, before praising the tireless efforts of civil society, to whom he said we owe a “debt of gratitude” for constant pressure to act on #LossAndDamage finance:
4/16. Before the adoption of the agenda item the #COP27 president read out the following.
It is understood that:
1⃣“The outcomes of this agenda item are based on cooperation and facilitation and do not involve liability or compensation.”*
5/16. *This caveat means that language was agreed upon that protects historical polluters from claims for "compensation and liability" for the #LossAndDamage that their emissions have played the greatest role in causing.
6/16. This particular footnote drew criticism from many civil society actors who highlighted that the “Polluter Pays Principle" is enshrined in the #ParisAgreement and should be honoured in decisions relating to #LossAndDamage. See @harjeet11 of @CANIntl:
8/16. 3⃣ “The agenda item will launch a process with a view to adopting a conclusive decision no later than 2024.” Meaning that a decision on “funding arrangements responding to #LossAndDamage” must be made before 2024.
9/16. What is important about these conditions is the “no later than” because this means that we could and should see a decision on a facility or fund to address #LossAndDamage here at #COP27.
10/16. The timeline is another critical issue because those facing #LossAndDamage on the frontlines of the #ClimateCrisis cannot wait until 2024 for a fund or facility to address #LossAndDamage to be established. So therefore we MUST do so here at #COP27!
11/16. Although the #GlasgowDialogue will culminate in 2024 and we expect a decision to ramp up action and support on #LossAndDamage when it does, it doesn't mean we can't still establish a facility or fund to address #LossAndDamage here at #COP27 in Egypt!
12/16. With this in mind, we expect that the outcome of negotiations under THIS agenda item will be an agreement to establish a #LossAndDamage finance facility or fund and the process for setting it up, no later than 2024, as detailed here:
13/16. Later in the plenary Parties highlighted the urgent need to address the devastating #LossAndDamage that has been happening around the world since #COP27 in 2021. Including Pakistan on behalf of the G77 and China:
14/16. And Antigua and Barbuda on behalf of @AOSISChair who made it clear that they have come to #COP27 to establish a #LossAndDamage response fund that will be operational by 2024:
